Bottom-up: Municipalities as Enablers of Collective Energy Communities

This project explores how municipalities can enable citizen-driven local energy communities from the outset. Using Buckten as a pilot, it develops a governance and service model where citizens act as co-producers and the municipality as facilitator and anchor consumer. Through analysis, workshops and/or surveys, the project aims to co-create a scalable approach that increases participation, inclusivity and collective use of PV potential. The model could be replicated by other municipalities and by citizens.
